Two firms protested the U.S. Agency for International Development's (USAID) post-award corrective actions and requested protest cost reimbursement for a contract for condoms, contending that USAID (1) incorrectly failed to revise cost proposals, (2) improperly failed to provide the original awardee with information about unsuccessful proposals, and (3) unduly delayed corrective action. GAO held that USAID (1) properly revised its solicitation to limit firms that are eligible for competition, (2) correctly followed Federal Acquisition Regulation in disclosing solicitation information, and (3) did not unduly delay corrective action. Accordingly, the protest was denied.
