Goode Construction, Inc.--Protest and Costs

A firm protested the cancellation of a United States Coast Guard solicitation for demolition and construction of a central steam plant and requested reimbursement for the costs costs of a prior protest, contending that the (1) Coast Guard unreasonably canceled the solicitation and (2) protester should be entitled to reimbursement for the cost of filing a prior protest. GAO held that the (1) Coast Guard had a reasonable basis to cancel its solicitation because the construction schedule required substantial revision and (2) protester was not entitled to protest costs since the Coast Guard took corrective action in response to the prior decision before its report due date. Accordingly, the protest and the request for costs were denied.
