A firm protested a Department of the Navy's cancellation of a contract award for base operations and maintenance support services, contending that the Navy (1) failed to evaluate the in-house cost estimates fairly, (2) unreasonably determined the costs for all positions necessary to perform work statement requirements, and (3) improperly added an unreasonable amount of administrative cost to its proposal. GAO held that the Navy (1) fairly estimated the cost of providing in-house maintenance and operation, (2) determined the cost for all positions necessary to perform work statements requirements in accordance with the Office of Management and Budget Circular A-76, and (3) made a reasonable estimate of administrative costs because the protester could offer no explanation that the grade structure was unreasonable. Accordingly, the protest was denied.
