A firm protested the Department of the Navy's cost-reimbursement terms of solicitation for shipboard preservation services, contending that the Naval contracting officer's determination to solicit proposals for the awards of cost-reimbursement, as opposed to fixed-price, contracts was unreasonable. GAO found that the Naval contracting officer's determination to solicit proposals for the awards of cost-reimbursement was reasonable. Accordingly, the protest was denied.
