A firm protested a Department of the Navy contract award for technical support services, contending that the Navy's evaluation of its and the awardee's quotes was unreasonable and inconsistent with the terms of the solicitation. GAO held that even though the contemporaneous evaluation documentation was inadequate, the Navy reasonable evaluated the staffing level proposed by the awardee in its quote. Accordingly, the protest was denied.
