A firm protested the Navy's solicitation for base operation support services, contending that the (1) Navy failed to include a procurement regulation that would indemnify contractors against unusually hazardous or nuclear risks and (2) solicitation's requirements for ordnance handling imposed unjustified and inordinate risks on contractors. GAO held that (1) Navy reasonably determined that the addition of the procurement regulation was not necessary and (2) solicitation provided sufficient detail in order to inform bidders about any risks and imposed numerous safety requirements to limit those risks. Accordingly, the protest was denied.
