A firm protested the Air Force's evaluation of its proposal for military family housing maintenance services, contending that the Air Force's rating of its past performance as neutral/unknown confidence was unreasonable. GAO held that the Air Force reasonably assigned a past performance rating of neutral/unknown confidence to the protester's proposal because it only received one relevant contract reference. Accordingly, the protest was denied.
