APPARENTLY THE QUARTERS OCCUPIED BY THE WIFE OF CAPTAIN HOPP ARE THE QUARTERS USUALLY ASSIGNED TO AND OCCUPIED BY DIETICIANS EMPLOYED IN ARMY HOSPITALS AND TO COMPLY WITH THE LAW AS TO RETIREMENT DEDUCTIONS A NOMINAL AMOUNT IS FIXED AS THE RENTAL VALUE OF THE QUARTERS. THERE IS A FURNISHING OF QUARTERS WITHOUT CHARGE EXCEPT THAT THERE IS REQUIRED TO BE DEDUCTED 3 1/2 PER CENTUM OF THE RENTAL VALUE OF THE QUARTERS FOR INCLUSION IN THE RETIREMENT DEDUCTIONS. FOR THE PURPOSE OF THE STATUTE UNDER WHICH THE CLAIM OF CAPTAIN HOPP IS MADE THE DEPENDENT IS IN FACT FURNISHED PUBLIC QUARTERS AND PAYMENT OF RENTAL ALLOWANCE AS FOR A DEPENDENT NOT FURNISHED PUBLIC QUARTERS IS NOT AUTHORIZED.

THERE HAS BEEN RECEIVED BY INDORSEMENT OF SEPTEMBER 27, 1941, YOUR LETTER OF SEPTEMBER 10, 1941, AS FOLLOWS:

"1. THE ATTACHED VOUCHER, AMOUNT $98.67, COVERING RENTAL ALLOWANCE FOR THE PERIOD JULY 24, 1941, TO AUGUST 31, 1941, FOR DEPENDENT WIFE, WHO IS A CIVILIAN EMPLOYEE, EMPLOYED AS DIETICIAN AT THE POST HOSPITAL, FORT LEAVENWORTH, KANSAS, AND FURNISHED QUARTERS THEREAT, FOR WHICH A FIXED SUM IS DEDUCTED EACH MONTH, HAVING BEEN SUBMITTED BY CAPT. RICHARD D. HOPP, CAV-RES., TO THE UNDERSIGNED, A DISBURSING OFFICER, FOR PAYMENT, IS SUBMITTED FOR AN ADVANCE DECISION AS TO THE ADEQUACY FOR THE ALLOWANCE CLAIMED."

APPARENTLY THE QUARTERS OCCUPIED BY THE WIFE OF CAPTAIN HOPP ARE THE QUARTERS USUALLY ASSIGNED TO AND OCCUPIED BY DIETICIANS EMPLOYED IN ARMY HOSPITALS AND TO COMPLY WITH THE LAW AS TO RETIREMENT DEDUCTIONS A NOMINAL AMOUNT IS FIXED AS THE RENTAL VALUE OF THE QUARTERS, THAT AMOUNT BEING ADDED TO THE SALARY PAID THE EMPLOYEE TO DETERMINE THE TOTAL SALARY OF THE EMPLOYEE FOR RETIREMENT DEDUCTION PURPOSES. IN FACT, THERE IS A FURNISHING OF QUARTERS WITHOUT CHARGE EXCEPT THAT THERE IS REQUIRED TO BE DEDUCTED 3 1/2 PER CENTUM OF THE RENTAL VALUE OF THE QUARTERS FOR INCLUSION IN THE RETIREMENT DEDUCTIONS. FOR THE PURPOSE OF THE STATUTE UNDER WHICH THE CLAIM OF CAPTAIN HOPP IS MADE THE DEPENDENT IS IN FACT FURNISHED PUBLIC QUARTERS AND PAYMENT OF RENTAL ALLOWANCE AS FOR A DEPENDENT NOT FURNISHED PUBLIC QUARTERS IS NOT AUTHORIZED.
