The Resettlement Administration requested GAO's ruling on specific situations regarding improvement and development of lands privately owned or owned by political units other than the United States.

In such cases where it clearly appears that uses of the Emergency Relief appropriation for work on private lands were necessary in connection with completion of an approved Federal project, GAO found that objection need not be made by this office provided it is also established there were duly and legally secured in advance and on behalf of the United States, in the nature of easements, such rights for present and future uses of the private lands as to fully protect the public interests involved.
