The American Minister to Costa Rica requested an allotment of funds for an alteration of the Government-owned American Legation building at San Jose. The request is for the use of appropriated funds for the construction of an additional large room on the north side of the east wing of the building to be used for additional office space.
It has been held uniformly that the provisions of the statutes quoted preclude the erection of any public building or public improvement - including an extension or addition to a public building - under and appropriation not providing specifically therefor. Accordingly, you are advised that the appropriation, "Contingent Expenses, Foreign Service" is not available for the construction of an addition or extension to the legation building at San Jose.
