YOUR RECENT LETTER, WITH ENCLOSURES, REQUESTS A REVIEW OF YOUR CLAIM FOR ANY AMOUNT DUE YOU FOR INCREASE OF COMPENSATION INCIDENT TO SERVICES RENDERED AS A CIVILIAN EMPLOYEE AT CAMP MCGRATH, PHILIPPINE ISLANDS. YOU SAY THAT YOU WERE EMPLOYED BY THE U.S. QUARTERMASTER AT CAMP MCGRATH ON JUNE 30, 1917, AND THAT YOU HAVE PAPERS TO SHOW THAT YOU WERE CONTINUOUSLY EMPLOYED BY THE U.S. QUARTERMASTER FROM 1900 TO MARCH 7, 1919.

YOUR CLAIM--- WHICH WAS RECEIVED HERE ON APRIL 16, 1928--- HAS BEEN CAREFULLY CONSIDERED BY OUR OFFICE ON SEVERAL OCCASIONS. YOU WERE INFORMED UNDER DATES OF OCTOBER 30, 1928, FEBRUARY 13, 1937, AND OCTOBER 23, 1939, THAT NO AMOUNT WAS DUE YOU FROM THE UNITED STATES SINCE (1) THERE WAS NO PROVISION OF LAW FOR PAYMENT OF INCREASE FOR SERVICES RENDERED PRIOR TO JULY 1, 1917; AND (2) YOU WERE NOT AN EMPLOYEE AT CAMP MCGRATH ON JUNE 30, 1917, AND WERE NOT CERTIFIED BY THE WAR DEPARTMENT FOR INCREASED COMPENSATION SO AS TO BE ENTITLED THERETO FOR THE FISCAL YEARS 1918 AND 1919.

CONCERNING YOUR STATEMENT THAT YOU WERE EMPLOYED ON JUNE 30, 1917, YOU ARE ADVISED THAT UNDER DATE OF OCTOBER 17, 1928, THE WAR DEPARTMENT REPORTED TO OUR OFFICE THAT YOU WERE EMPLOYED AT CAMP MCGRATH FROM JULY 27, 1917, TO FEBRUARY 28, 1919. THE REPORT SPECIFICALLY STATES THAT YOU WERE NOT EMPLOYED AT THE CAMP ON JUNE 30, 1917.

IN VIEW OF THE ABOVE REPORT, WHICH IS PRESUMED TO BE CORRECT, AND THE FACT THAT YOU WERE NOT CERTIFIED FOR INCREASE OF COMPENSATION BY THE HEAD OF THE DEPARTMENT IN WHICH EMPLOYED, THERE IS NO LEGAL BASIS FOR THE PAYMENT OF ANY AMOUNT TO YOU.

ACCORDINGLY, WE MUST ADVISE YOU THAT ANY FURTHER CORRESPONDENCE FROM YOU IN THIS MATTER WILL SERVE NO USEFUL PURPOSE.
