REQUESTING TO BE ADVISED AS TO WHETHER THERE IS AUTHORITY TO PAY FOR THE SERVICE OF A TELEPHONE WHICH IT IS PROPOSED TO INSTALL IN THE PRIVATE RESIDENCE OF THE MEDICAL OFFICER IN CHARGE OF HOSPITAL AT PERRY POINT. TELEPHONES IN PRIVATE RESIDENCES - VETERANS' BUREAU IN VIEW OF THE PROVISIONS OF SECTION 7 OF THE ACT OF AUGUST 23, 1912, 37 STAT. 414, PAYMENT FOR TELEPHONE SERVICE IN PRIVATE RESIDENCES OF MEDICAL OFFICERS OF THE VETERANS' BUREAU MAY NOT LEGALLY BE MADE UNLESS AND UNTIL "AUTHORIZED UNDER REGULATIONS ESTABLISHED BY THE DIRECTOR" AS PROVIDED FOR IN SECTION 32 OF THE WORLD WAR VETERANS' ACT, AS AMENDED BY THE ACT OF MARCH 4, 1925, 43 STAT. 1304. NEITHER SAID PROVISION NOR THE REGULATIONS MADE OR TO BE MADE IN PURSUANCE THEREOF CAN BE GIVEN EFFECT RETROACTIVELY.

ADDRESSED TO THE PROPERTY CUSTODIAN, UNITED STATES VETERANS' BUREAU, UNDER DATE OF NOVEMBER 5, 1925, REQUESTING TO BE ADVISED AS TO WHETHER THERE IS AUTHORITY TO PAY FOR THE SERVICE OF A TELEPHONE WHICH IT IS PROPOSED TO INSTALL IN THE PRIVATE RESIDENCE OF THE MEDICAL OFFICER IN CHARGE OF HOSPITAL AT PERRY POINT, MD.
