The basis for Sun's protest is that Soresi's bid was nonresponsive. The protest is dismissed. The solicitation specified that the Project Manager and Construction Superintendent must have had at least 10 and 8 years. The contracting officer determined that Soresi was nonresponsible and in accordance with Federal Acquisition Regulation (FAR).
