PROCUREMENT - Bid Protests - GAO procedures - Interested/parties - Suspended/debarred contractors DIGEST: General Accounting Office will not consider a protest from a suspended firm since the firm is ineligible for a contract award and, therefore, is not an interested party to protest.

Sun Coast Grading & Paving, Inc.:

Sun Coast Grading & Paving, Inc., protests the rejection of its bid under Department of the Air Force invitation for bids No. F08651-87-B-0442.

The Air Force reports that after filing the protest Sun Coast was suspended from doing business with the government. Under our Bid Protest Regulations, a party must be "interested" before our Office will consider the merits of its protest. 4 C.F.R. Secs. 21.0(a) and 21.1(a) (1987). Since Sun Coast, because of the suspension, is ineligible for award of this contract even if its protest were sustained, see Federal Acquisition Regulation, 48 C.F.R. Sec. 9.405 (1986), the firm is not on interested party. Potomac Contractors, B-223173, June 3, 1986, 86-1 CPD Para. 520.

The protest is dismissed.
