ADI System Consultants:

ADI System Consultants protests a new policy at Fort Carson, Colorado, requiring written quotes from vendors for computer equipment repairs; the agency previously permitted telephone quotes from such vendors.

We will not consider the matter. Under the Competition in Contracting Act of 1984, 31 U.S.C. Sec. 3551 (Supp. III 1985), our Office only considers protests concerning actual solicitations, contract awards, and proposed awards, see 4 C.F.R. Sec. 21.1 (1988); we do not review complaints about an agency's general practices. Aguirre Architects, 1nc.- Request for Reconsideration, B-230256.2, May 19, 1988, 88-1 CPD Para. ***. No specific solicitation, proposed award, or award of a contract for equipment repair prompted ADl's protest. Further, to the extent that ADI System Consultants protests any future agency action with respect to a particular procurement, the protest is premature. Id.

The protest is dismissed.
