Corporation Audits Division Reference is made to your memorandum of September 22. Attention is invited to the attached copy of my letter of today to the President. While provisions of the act are applicable to all Government corporations in principle. As will be evident from the discussion in my letter relief is authorized only in circumstances where the General Accounting Office exercises settlement jurisdiction with respect to the accounts of the officers involved. Your second question appears to have been answered in B-101081-O.M.

Reference is made to your memorandum of September 22, 1950, relative to the relief of certain employees of the Institute of Inter-American Affairs for shortages and raising certain questions concerning applicability of provisions of the set approved August 1, 1947, 61 Stat. 720, 31 U.S.C. 82a-1. Attention is invited to the attached copy of my letter of today to the President, The Institute of Inter-American Affairs.

The first question presented in your memorandum requires an affirmative answer. However, while provisions of the act are applicable to all Government corporations in principle, as will be evident from the discussion in my letter relief is authorized only in circumstances where the General Accounting Office exercises settlement jurisdiction with respect to the accounts of the officers involved.

Your second question appears to have been answered in B-101081-O.M., April 26, 1951.
