Reference is made to your memorandum of September 22, 1950, relative to the relief of certain employees of the Institute of Inter-American Affairs for shortages and raising certain questions concerning applicability of provisions of the set approved August 1, 1947, 61 Stat. 720, 31 U.S.C. 82a-1. Attention is invited to the attached copy of my letter of today to the President, The Institute of Inter-American Affairs.
The first question presented in your memorandum requires an affirmative answer.
