Reference is made to your memorandum of December 20, 1967, concerning the survey conducted by your Division of the administrative practices under the Federal Claims Collection Act of 1966, 31 U.S.C. 951 (supp. II), at the Finance Center, United States Army, Indianapolis, Indiana.
Attached for your information is a copy of our letter of today, B-117604, to the secretary of the Army regarding this matter. This letter is also being distributed as a Circular Letter to the heads of all departments, establishments, etc.
Steps should be taken immediately to effect the increase in the minimum figure for referral to our Office stipulated in 4 GAO 56.3a from the present $500 to $100 as stated in the letter. This figure should be under constant study and is subject to change, either up or down, as may be indicated necessary by such study.
