A firm protested the Navy's rejection of its bid for technical and specialty engineering support services, contending that the Navy improperly eliminated its proposal from the competitive range. GAO held that the Navy improperly rejected the protester's bid, since the record showed that the protester's bid was technically comparable to the other bids and the Navy failed to evaluate the protester's cost advantage. Accordingly, the protest was sustained, and GAO recommended that the Navy: (1) include the protester's bid in the competitive range; (2) afford the protester the opportunity to revise its proposal through meaningful discussions; and (3) reimburse the protester for its protest costs.
