A firm protested a Navy solicitation for hull cleaning services, contending that the Navy unreasonably decided to combine the hull cleaning services and underwater hull survey into a single procurement. GAO held that the Navy reasonably determined that combining the requirements into a single procurement was the best approach, since it would minimize the disruption to the vessel's ability to be deployed. Accordingly, the protest was denied.
