[Protest of Army Contract Award for Networking Services]

A firm protested an Army delivery order for networking services, contending that the delivery order was not within the scope of the contract and that the requirement should have been competed or properly justified as a noncompetitive award. GAO held that both the order and an earlier modification were within the scope of the contract as awarded. Accordingly, the protest was denied.
