A firm protested an Air Force contract award for management support services, contending that the Air Force: (1) made an improper award selection; (2) failed to hold meaningful discussions; and (3) failed to perform proper cost realism reviews. GAO held that the Air Force: (1) reasonably evaluated the proposals in accordance with the solicitation's stated evaluation criteria; and (2) held meaningful discussions with the protester and afforded the protester an opportunity to correct deficiencies in its labor rates. Accordingly, the protest was denied.
