A firm protested an Environmental Protection Agency (EPA) contract award for lab services, contending that by allowing the awardee to revive its expired, nonresponsible bid, EPA compromised the integrity of the procurement process. GAO held that EPA's reconsideration of the awardee's bid for multiple award solicitation was consistent with procurement regulations and did not compromise the competitive bidding system. Accordingly, the protest was denied.
