A firm protested a Navy contract award for technical support services, contending that the: (1) Navy improperly evaluated its proposal; and (2) awardee's bid should have been rejected as nonresponsible, since it did not comply with licensing and security clearance requirements. GAO held that: (1) the Navy evaluated the proposal in accordance with the solicitation's criteria; and (2) there was no evidence of fraud or bad faith on the Navy's part. Accordingly, the protest was denied.
