A firm protested a Navy contract award for computer products, contending that the Navy: (1) improperly evaluated the proposals; and (2) conducted an improper cost/technical tradeoff in selecting the awardee's lower-priced, technically inferior bid. GAO held that the Navy unreasonably selected the awardee's lower-priced, technically acceptable bid, since the solicitation stated that technical factors were more important than price. Accordingly, the protest was sustained, and GAO recommended that the Navy: (1) terminate the awardee's contract; (2) reevaluate proposals consistent with the stated evaluation criteria and make a new source selection decision; and (3) reimburse the protester for its protest costs.
