[Protest of DOE Contract Award for Nuclear Waste Storage]

A firm protested a Department of Energy contract award for nuclear waste storage, contending that the awardee's bid was improperly frontloaded. GAO held that the awardee's proposal did not contain costs for later work in its price for initial contract work. Accordingly, the protest was denied.
