A firm protested a Navy subcontract award for close combat tactical trainers, contending that the Navy did not have the authority to award the subcontract. GAO held that the subcontract was reasonably awarded to the awardee, since the prime contractor substantially participated in the evaluation of proposals. Accordingly, the protest was dismissed.
