Highlights

A firm protested an Air Force contract award for base operations and maintenance services, contending that the Air Force: (1) improperly evaluated proposals; (2) failed to conduct adequate discussions; and (3) made an improper award determination. GAO held that the Air Force: (1) reasonably determined that the awardee's proposal offered the best value to the government; (2) evaluation of proposals was consistent with the stated evaluation criteria; and (3) conducted meaningful discussions and reasonably led the protester into areas of its proposal with shortcomings. Accordingly, the protest was denied.
