A firm protested an Army contract award for hospital housekeeping services, contending that the: (1) Small Business Administration (SBA) issued the awardee a certificate of competency (COC) without considering vital information bearing on the awardee's responsibility; and (2) Army failed to conduct an adequate price realism analysis. GAO held that the: (1) SBA issued the COC in accordance with the definitive responsibility criteria; and (2) Army performed a reasonable price realism analysis. Accordingly, the protest was denied.
