[Protest of Navy Contract Award for Cranes]

A firm protested a Navy contract award for cranes, contending that it should have been selected for award, since it presented the lowest offer. GAO held that the Navy reasonably selected the awardee, since the awardee's proposal offered the best value to the government regardless of the higher-price. Accordingly, the protest was denied.
