A firm protested a Defense Energy Support Center (DESC) contract award for fuel services, contending that: (1) DESC improperly evaluated the awardee's past performance; and (2) DESC's best value determination was flawed and inadequately documented. GAO held that DESC reasonably determined that the awardee's higher-priced, technically superior bid offered the best value to the government. Accordingly, the protest was denied.
