[Air Force Contract Award Protest for B-2 Bomber Shelter Systems]

A firm protested an Air Force contract award for portable B-2 bomber shelter systems, contending that awardee's past performance on a contract was poor and that the awardee did not merit the exceptional/high rating it received. GAO held that there was reasonable basis for assigning an overall excellent rating to the awardee's past performance. Accordingly, the protest was denied.
