Highlights

A firm protested an Army contract award for an automated patient appointment reminder system, contending that the Army did not provide it a fair opportunity to compete for award. GAO held that: (1) the Army reasonably determined that the selected system represented the best value to the government; and (2) there was no basis to infer bias or bad faith on the part of the Army. Accordingly, the protest was denied.
