Highlights

A firm protested a Navy contract award for roof repair and replacement, contending that the awardee's bid was unbalanced and could not properly form the basis for contract award. GAO held that the Navy reasonably determined the awardee's: (1) proposed prices did not represent a significant risk; (2) bid was mathematically balanced; and (3) evaluated price was significantly lower than the protester's price. Accordingly, the protest was denied.
