[Protest of USMA Contract Award for Waste Disposal]

A firm protested two Army contract awards for waste disposal services, contending that the Army's evaluations of proposals were unreasonable. GAO held that the Army's emphasis on capability, rather than price, was reasonable and consistent with the solicitations' evaluation schemes. Accordingly, the protests were denied.
