A firm protested a Department of Veterans Affairs' (VA) task order for replacement telephone systems, contending that VA improperly conducted a price/technical tradeoff between its and the awardee's proposals in violation of the task order's stated evaluation scheme. GAO held that even though the selection decision may have been based on a price/technical tradeoff, in violation of the solicitation's terms, the protester was not prejudiced because VA reasonably concluded that the protester's proposal was technically unacceptable. Accordingly, the protest was denied.
