[Protest of Navy Contract Award for Base Operating Services]

A firm protested a Navy contract award for base operating services, contending that the Navy improperly considered crew berthing costs in the evaluation of price proposals. GAO held that the protest was untimely, since the protester waited until after award had been made to raise the issue. Accordingly, the protest was denied.
