A firm protested a Defense Commissary Agency's (DeCA) solicitation for information services, contending that DeCA failed to make sufficient efforts to solicit and consider small businesses to perform the contract. GAO held that DeCA did not make sufficient efforts to ascertain small business capability to perform the contract. Accordingly, the protest was sustained, and GAO recommended that DeCA: (1) determine whether there is a potential for small business interest in the contract, and if reasonable offers can be obtained from two such small businesses, to re-issue the solicitation as a small business set aside; and (2) reimburse the protester for its protest costs.
