A firm protested two Army contract awards for small caliber ammunition, contending that the Army: (1) improperly failed to identify the qualitative differences among the proposals; and (2) improperly made award to the lowest-priced, technically acceptable proposal contrary to the stated evaluation criteria. GAO held that the Army: (1) properly determined that the qualitative differences between the proposals did not justify the premium price associated with the protester's bid; and (2) reasonably evaluated the proposals in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
