A firm protested a Department of Labor (DOL) delivery order for software products, contending that DOL's issuance of the order was tantamount to a sole-source procurement. GAO held that it would not consider the protest, since it had no jurisdiction over the issuance of delivery orders. Accordingly, the protest was dismissed.
