[Protest of Army Corps of Engineers Contract Award for Environmental Services]

A firm protested an Army Corps of Engineers contract award for environmental services, contending that the Corps: (1) improperly used undisclosed evaluation criteria in evaluating its proposal; (2) failed to credit its proposal with the experience of its subcontractor; and (3) failed to evaluate price and technical factors in accordance with the solicitation requirements. GAO held that the: (1) protester untimely filed its protest regarding the Corps' evaluation criteria more than 10 days after it knew the basis of the protest; (2) Corps was not required to consider the subcontractor's experience in evaluating the proposal; and (3) Corps evaluated the proposal in accordance with the solicitation's stated evaluation criteria. Accordingly, the protest was denied.
