[Protest of Air Force Contract Award for Commercial Truck Mounted Deicers]

A firm protested an Air Force contract award for commercial truck mounted deicers, contending that: (1) modifications made by the awardee to its offered product removed the product's status as a commercial item; and (2) the Air Force improperly evaluated the awardee's technical capability. GAO held that: (1) the modifications made by the awardee to its offered product were of a type customarily offered in the commercial marketplace; and (2) Air Force reasonably determined that the awardee's offered product satisfied the solicitation requirements. Accordingly, the protest was denied.
