A firm protested a Navy solicitation for janitorial services, contending that the solicitation unduly restricted competition by limiting the consideration of past performance to the corporate bidder, excluding consideration of proposed key personnel. GAO held that the Navy's evaluation scheme was reasonable and consistent with the applicable federal procurement regulations. Accordingly, the protest was denied.
