A firm protested an Air Force contract award for operation and maintenance services, contending that the: (1) awardee's proposal should have been rejected as unacceptable, since it did not contain separate prices for each line item in the solicitation schedule; and (2) awardee had an unfair competitive advantage, since it had special knowledge concerning the solicitation. GAO held that: (1) the awardee's failure to separate prices for each line item did not render the bid nonresponsive, since the awardee's acknowledgement of those line items with the initials "NSP" obligated it to provide those services; and (2) the protester did not furnish any evidence supporting its allegations that the awardee had special knowledge concerning specific contract line items. Accordingly, the protest was denied.
