A firm protested a Navy contract award for housing maintenance services, contending that the awardee's proposal should have been rejected because it contained unbalanced pricing. GAO held that the Navy specifically and reasonably determined that the unbalancing did not pose an unacceptable risk to the government and would not result in the government paying unreasonably high prices. Accordingly, the protest was denied.
