[Protest of Navy Rejection of Bid for Electrical Distribution System Services]

A firm protested the Navy's rejection of its bid for electrical distribution system services, contending that the Navy unreasonably excluded it from the competition. GAO held that the Navy reasonably excluded the protester from competition, since the protester had an organizational conflict of interest arising from its preparation of the Navy's statement of work and cost estimates used by the Navy in the procurement. Accordingly, the protest was denied.
