A firm protested a Navy contract award for maintenance and repair of military housing units, contending that the: (1) Navy unreasonably evaluated its past performance and relevant experience; and (2) award was based on a defective price and past performance tradeoff. GAO held that the Navy: (1) reasonably considered the protester's housing maintenance references in its evaluation; and (2) conducted a reasonable cost/technical tradeoff in selecting the awardee's higher priced, technically superior bid. Accordingly, the protest was denied.
