[Protest of DOE Contract Award for Energy Saving Devices and Systems]

A firm protested a Department of Energy (DOE) contract award for energy savings devices and systems, contending that DOE: (1) performed an inadequate technical evaluation of its proposal; and (2) improperly awarded the contract. GAO held that DOE: (1) reasonably evaluated the protester's technical proposal; and (2) made its award based on the solicitation's stated evaluation scheme. Accordingly, the protest was denied.
