[Protest of HUD Solicitation for Testing Services]

A firm protested a Department of Housing and Urban Development (HUD) contract award for testing services, contending that HUD improperly failed to set the solicitation aside for small businesses. GAO held that HUD was not required to set the solicitation aside for small businesses, since HUD properly determined that no small business could provide the services required. Accordingly, the protest was denied.
