A firm protested a National Institutes of Health (NIH) contract award for library support services, contending that NIH's evaluation of its proposal was flawed and reflected the application of criteria which had not been specifically set forth in the solicitation. GAO held that NIH reasonably evaluated the protester's proposal in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
