A firm protested the United States Marshals Service's (USMS) rejection of its bid for security services, contending that USMS improperly applied undisclosed evaluation criteria that previously had been deleted by a solicitation amendment. GAO held that although USMS applied detailed criteria not expressly stated in the solicitation, there was sufficient correlation between the stated evaluation factors and the detailed factors applied to ensure that prospective bidders were aware of the evaluation criteria to be applied. Accordingly, the protest was denied.
